Reports The International Criminal
Court to investigate Muammar Gaddafi for Criminal Acts Against Humanity.
BBC News Also reports: The chief prosecutor of the International Criminal Court has said he will investigate Libyan leader Muammar Gaddafi, his sons and senior aides for crimes against humanity.
The most serious claim is that 257 people were killed by the authorities in the eastern city of Benghazi, between 15 and 20 February.
Another 26 people were allegedly killed in three other towns in the region.
In the town of Misrata, 14 protesters are said to have been killed by the security forces. Illegal detention is also being investigated.

DEBT CEILING BILL PASSES THROUGH SENATE, OBAMA SIGNS INTO LAW
After weeks of intense and heated debate, the debt ceiling bill sailed through the Senate with bipartisan support by a vote of 74-26. It passed the House on Monday by a vote of 269-161 and was quickly signed into law by President Obama soon after making his comments from the Rose Garden.

The Manchester Guardian was founded by John Edward Taylor in 1821.
